The Office of Human Capital Development (HCD) was established June of 1997 to provide Harlem residents with an array of human services including job training, educational opportunities, youth services, recreational activities and more.
HCD is headquartered in The Family Life & Conference Center (FLCC). Located at 266-268 West 153rd Street between Macombs Place & Frederick Douglass Boulevard, the FLCC serves as the Bradhurst community's hub for education and vocational training programs.
The FLCC hosts a wealth of workshops, seminars, short courses and technical assistance, all designed to enhance HCCI's mission of empowering the Harlem community.
